How can you not get it? The tires resemble rainbows from the bottom up. See the little half circle? Cue "Oooohhh...." moment. Yeah. The rainbows are spent. People have used them and now they're "retired" to the snowy depths of an empty field, unloved and unwanted. All their vibrant colors have been leeched away by people using them, making them, HOLYGOD, look like tires.

Due to similar shape, this waste looks like it might be a rainbow that has been "used" and thus is out of the color spectrum indicative of a rainbow.

No, no, no. All the used rainbows are piled up there, and the colors (red, orange, yellow, green, blue and violet) mix to make the piles of white colored stuff that you see.
